That's the comment that appears in the Red Alert 2 rules.ini file against the Template:TTL flag.
This tag is valid in Tiberian Sun and Firestorm, and appears to have the same function as Red Alert 2' Template:TTL tag, which it is occasionally confused with, hence the presence of the comment.
In Red Alert 2, this flag is mistakenly included on [CAOUTP] (the Tech Outpost) as IsBase=yes instead of Template:TTL=yes. However, as IsBase isn't parsed(?) and Template:TTL defaults to yes, the intended effect is achieved anyway.
