This flag determines whether this Warhead can damage TerrainTypes such as trees or streetlights. (RA1 had no [TerrainTypes] section, so this was presumably hardcoded.)

Whether or not the player has to force fire to target them is controlled by TerrainFire on the weapon (RA2/YR only) and TreeTargeting in [General] (TS/RA2/YR only).
